This paper investigates various non-traditional approaches to long-term technical endeavors. Some success in technology development has been achieved through commercial organizations like Bell Labs. Modern research universities are another avenue. Government organizations such as NASA and DARPA have had various levels of success in technology development. Modern models include open source software development (such as Linux) and the Internet Engineering Task Force (IETF). Characteristics of a 100YSS organization are proposed. Potential goals for the 100YSS program are described, including: requirements, conceptual designs, baseline designs, metrics, and conferences.
